On the afternoon of June 28, 2021, President Xi Jinping held a meeting with Russian President Vladimir Putin via video link in Beijing. The two heads of state issued a joint statement, officially deciding to extend the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation. Putin expressed his warm congratulations on the 100th anniversary of the founding of the Communist Party of China (CPC).
Xi Jinping pointed out, we will hail the 20th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation soon. The idea of enduring friendship established by the treaty conforms to the fundamental interests of the two countries and the themes of peace and development. The treaty is a vivid practice of fostering a new type of international relations and building a community with a shared future for mankind. The current China-Russia ties are mature, stable, and solid, and can withstand the test of any change in the international situation. The two sides support each other on issues concerning each other’s core interests and have carried out effective strategic coordination, effectively safeguarding the common interests of the two countries. The outcomes of pragmatic cooperation are fruitful, with improved quality and increasing quantity. The two countries have coordinated closely in international affairs and jointly safeguarded true multilateralism and international fairness and justice. As the world is entering a period of turbulence and changes, and human development confronts multiple crises, China and Russia have coordinated closely and injected positive energy into the international community, setting an example of a new type of international relations. We should comprehensively summarize the successful experience of China-Russia relations that have kept unswerving direction and momentum, and make top-level designs for new objectives and tasks in various fields to inject new connotations into the treaty. Putin expressed his warm congratulations on the 100th anniversary of the founding of the CPC. He said, Russia cherishes the history of exchanges with the CPC and is willing to strengthen inter-party exchanges with the CPC. He hopes China will continue to make new achievements in economic and social development and play a more significant role in international affairs under the leadership of the CPC.
Putin said, the treaty demonstrates the willingness of enduring friendship between the two peoples. The relevant principles and spirit established by the treaty have played an important and unique role in the long-term and sound development of Russia-China relations. Russia is satisfied with the unprecedented high level of current China-Russia relations as well as the comprehensive and steady development of bilateral cooperation. Today, we issued a joint statement and officially decided to extend the treaty, which will lay a more solid foundation for the long-term development of the bilateral ties. Russia is ready to continue to deepen strategic mutual trust, strengthen strategic coordination with China, firmly support each other in safeguarding national sovereignty and territorial integrity, and respect each other’s chosen systems and development paths. He also called for deepening practical cooperation, increasing people-to-people exchanges, and strengthening coordination in international affairs, so as to elevate the Russia-China comprehensive strategic partnership of coordination for a new era to a higher level.
Xi Jinping expressed his appreciation for the congratulations on and support to the 100th anniversary of the founding of the CPC from Putin and all circles in Russia. He emphasized that China firmly supports the powerful measures taken by Russia to maintain its long-term stability, and firmly supports Russia in managing its own affairs.
The two sides emphasized, both sides will jointly and firmly safeguard the international system with the United Nations at the core and the international order based on international law, protect global strategic security and stability, support and practice true multilateralism, oppose interference in other countries’ affairs under the guise of “democracy” and “human rights”, and resist unilateral coercive sanctions.
Both sides agreed to jointly promote the common human values of peace, development, equity, justice, democracy, and freedom, strengthen solidarity and coordination, and work together to tackle common challenges and promote the building of a community with a shared future for mankind.
The two sides also stressed that both sides jointly oppose the stigmatization and politicization of the COVID-19 pandemic and the origin tracing of the virus.
The two sides agreed to continue maintaining close high-level exchanges, strengthening vaccine cooperation, and expanding the scale of bilateral trade, expand cooperation in low-carbon energy, digital economy, agriculture and other fields, and promote the alignment of the Belt and Road Initiative with the Eurasian Economic Union. The two sides will jointly oppose the politicization of sports. Russia supports China’s hosting of the Beijing 2022 Olympic and Paralympic Winter Games.
The two sides agreed that the Shanghai Cooperation Organization (SCO) is facing new opportunities and challenges under the current circumstances and that it is important to make comprehensive plans to promote the development of the SCO.
The two sides also expressed concern about the recent accelerated withdrawal of U.S. and NATO troops from Afghanistan and the increasingly complicated and severe security situation in Afghanistan, and stressed the joint efforts to safeguard regional peace, security, and stability.
